Drive, concentrated in an area with many low-income residents that is already designated as an Environmental Justice Area by New York State, is deeply concerning. If this plan is to be truly transformative, its effects must be thoroughly studied and mitigated. The M.T.A.’s resistance to a proper environmental impact study and its urgency in pushing this plan forward are alarming. Rushing forward without proper due diligence is irresponsible and risks irreparable harm to already vulnerable communities.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. When Israel established a checkpoint near the Mousas' land a decade ago, the family converted their ancestral farm into a parking lot for Palestinian workers entering Israel. But the lot has been empty since Oct. 7, when Hamas militants attacked Israel from the Gaza Strip, and Israel, fearing more attacks, barred Palestinian workers from the West Bank from entering Israel. Before October, over 10,000 Palestinian workers crossed the checkpoint there daily, heading to Israeli construction sites and farms. But the truth is you don’t need just a partner — you need two partners able to deliver at the same time. So you could see it as a tragedy of history that Salam Fayyad joined the Palestinian Authority in 2002, at the height of the second intifada, just as Israeli society shifted hard to the right. A Western-educated economist, Fayyad is a technocrat at heart. And as the Palestinian Authority’s finance minister, and then as prime minister, he dedicated himself to the spadework of state-building. His theory was that instead of waiting around for the peace process to deliver Palestinian statehood, he would just build a state — institutions, infrastructure, security, sewers and all — and then statehood would follow.

No one could demand that Netanyahu accept a Palestinian state so long as that state would be governed by Hamas. There are older Americans who knew Israel when it was young. We only ever knew Israel as the strongest military power in the region. But we also knew an Israel that seemed to be trying to find its way toward peace and coexistence. They know an Israel that controls Palestinian life and land and intends to keep it that way.

The prominent Palestinian activist Ahed Tamimi and more than two dozen other women and children were released from Israeli prisons early Thursday, Israeli and Palestinian authorities said, in the latest exchange for hostages held in Gaza. The military had moved on Sunday to keep Ms. Tamimi imprisoned under administrative detention, which would have allowed it to hold her indefinitely without charge or trial. But her name later appeared on the Israeli government’s list of Palestinian prisoners and detainees approved for potential release in the hostage exchange. The sheer number of Palestinians killed by Israeli forces since the start of the war has also left an indelible mark, Nariman Tamimi said. Israeli forces have also killed at least 225 Palestinians in the West Bank since the crackdown began, making 2023 the deadliest year for Palestinians there since 2005, according to the United Nations’ humanitarian agency.

This board has called many times for an independent Palestinian state alongside Israel, and we have called for mercy and reason in the current conflict. It is also noteworthy that the Palestinian Authority under Mr. Abbas has largely stayed clear of the Gaza eruption. Israel is the dominant power here, and in the current conflict, Israel will once again need to be first to move toward the establishment of a Palestinian state. Holding Israel’s leaders to account in no way lessens the responsibility that Hamas and Palestinian Islamic Jihad bear for the present suffering in Gaza.
